We can’t really express the ice situation anymore than what that picture shows.  We would not recommend venturing out onto the ice.  People that have access under their control are closing them due to liability concerns and the ice has gone through its Dark Blue-to-White and now is turning Blue again.  This usually signifies the saturation of honeycombed ice.  Not good for ANY travel.

Speaking of April

In the Great State of North Dakota, March 31st signifies the end of a Hunting and Fishing license year and as of April 1st, 2017-2018 Hunting and Fishing licenses are needed.  Don’t forget, no one wants a needless ticket because of an oversight.
